Abstract:
In our introduction to the previous issue of >i>Chinese Economic Studies>/i>, we discussed the background to some of the changes that the reform program has brought about in central-local fiscal relations. The identification of national unity, prosperity, stability, and independence with the supremacy of the central government was noted and commented on.
