Our Strategy for Coastal Development Is Not Synonymous with the Theory of the "Great International Cycle"

Abstract: What is the "great international cycle?" Is it synonymous with the "strategy of developing the economy of the coastal areas?" This is a question that really needs to be clarified, because some comrades equate the two notions and talk about them as if they were one concept, to the point where normal export trade is considered part of the great international cycle. This is a misunderstanding.
