Some Questions That Need to Be Addressed in Implementing Coastal Development Strategy

Abstract: The center and the State Council have already discussed and approved the development strategy for China's coastal areas as proposed by Comrade Zhao Ziyang. Below are my personal views concerning major issues that need to be addressed in implementing this strategy, which I put forth for public discussion.
