Abstract: In accordance with the spirit of Premier Zhao Ziyang's address to the central conference on rural work, the central document no. 1 of 1986 made the following decision in regard to improving the contract purchase system of grain: To reduce the amount of contract purchases (from 158 billion catties in 1985 to 123 billion) and expand the proportion purchased at negotiated prices on the market.
