Abstract: EDITOR'S NOTE: >i>Yunnan Province, where two-thirds of the revenue comes from the tobacco industry, has a reputation for "tobacco finances." This image suggests that Yunnan is a revenue-rich province, but the fact is that it has also brought disadvantages to the province's social and economic development. This predicament seems to have much wider cross-regional implications today. How those places that have special revenue sources deal with the challenge of market economy development and institutional transformation is the question raised by the author of this article.>/i>
