Abstract:
The Agreement on U.S.-China Agricultural Cooperation was signed on April 10 of this year [1999], under conditions in which China clearly made significant concessions. After signing the agreement, the U.S. government announced that the United States would "firmly support the People's Republic of China's entrance into the World Trade Organization (WTO) in 1999." With that announcement, the negotiations on China's joining the WTOânegotiations that have taken a long thirteen yearsâwere finally given a "pledge of support" that makes it possible to believe that China will be in the WTO within a year.
