Decision Rules in the Japanese Budgetary Process

Yukio Noguchi

Japanese Economy, 1979, vol. 7, issue 4, 51-75

Abstract: The Japanese budget system is similar in many respects to that of other industrialized countries, especially European countries. The Constitution prescribes that the budget should be prepared by the cabinet and approved by the Diet each year (the fiscal year begins on April 1). The actual responsibility for preparing the budget is assigned to the Ministry of Finance, which controls not only the expenditure side but also the revenue side of the budget.
