Montenegrin Journal of Economics, 2010, vol. 6, issue 11, 91-100

Abstract: In Montenegro, as well as in other countries, human resources represent a key factor of economic growth and development . In order to provide quality human resources, it is necessary for them to be permanently developed, I.e. To invest in them continiously. In recent years, there have been noticeable efforts in the development of human resources, although practice shows that their quality has to improve significantly in the future. Questions arising, refer to resolving of structural unemployment, the issue of improving the quality of education in terms of alignment with modern developments in the labor market, assertion model of seasonal employment of lhe labor, providing the same conditions for everyone in the labor market, sanctioning of "unreported or illigal", employment etc. Precise indications and arguments suggest that, regardless of progress made, changes are imminent.
