Human Capital, Amenities and Trade: The Case of Malaysia

Abstract: Human capital plays an increasingly important role in economies undergoing structural transformation that involves technological upgrading and sustained trade competitiveness. Both production and consumption amenities are essential to develop, attract and support a workforce with high human capital. Different types of production and consumption amenities are relevant for different kinds of activities at various locations. As human capital growth is likely to be accompanied by worsening inequality, complementary policies are needed to promote inclusiveness without dampening human capital development.
