Training and Retraining Civil Servants of Home Affairs in Vietnam in Response to the Requirements of International Integration

Abstract: Vietnamese civil servants of Home Affairs play a critical role in advising the Government of Vietnam on policies related to the management and development of the whole public administration system. To improve the performance of officials and cadres, training and retraining programmes for Vietnamese civil servants of Home Affairs need to be designed and delivered in a way that can produce practical and effective outcomes for both participating civil servants and agencies. This study discusses the main features of the contingent of civil servants of Home Affairs in Vietnam and proposes measures to improve the quality and effectiveness in the training and retraining of Vietnamese civil servants of Home Affairs in response to the requirements of the country’s public administrative reforms and to the demands of international integration.
