Abstract: The article analyses the EU proposal of a decision on a common regulatory framework on radio spectrum policy in the EC. This proposal is included in the general proposal of a revision of EU legislation in the field of telecommunications, which comprises also five new directives. The article examines the impact the proposal - if approved - would have in the Italian legal system and in particular on the allocation of public goods by the ministry of Telecommunications and the NRA, and expresses some doubts on the merits of the proposal.
