The National Urban protoagenda

Abstract: This paper aims to define the National Urban Agenda taking into consideration only the extraordinary resources already planned: EU structural funds for the period 2014-2020 in Regional and National Operational Programmes and Italian resources for metropolitan cities (eg. National Fund for Development and Cohesion). Without a National Urban Agenda to set goals and procedures, our analysis shows a complex and incoherent mix of priorities, local targets, subjects involved and a lot of nonstrategic projects that should have been eligible for ordinary resources instead of extraordinary funds.
