Abstract:
Gender Budget Analysis, discussed here as gender budgeting, is concerned withtransforming public policy and resource allocation processes in order to advance women'sequality. Gender budgeting can therefore be characterized as transformative feminist policychange. This paper presents a Framework of Favourable Conditions that influence the adoptionand implementation of gender budgeting in different country and governmental contexts. It is based on empirical research into three experiences of introducing gender budgeting atsub-national government level within European Union member states from 2000-2009 and insightsfrom the literature.
