Abstract:
This paper moves from the results of two publications - "Economists answer to populist" - and a report for the Prime Minister in France about the future of culture activities after the COVID pandemic. The second part gives some clues about the crisis of democracy in Europe, and the third part emphasizes the present stakes for cultural policies. In the fourth part we re-consider the scope of positive economic externalities linked to those policies. We suggest evaluating the relation between culture and well-being at the local level The fifth part concludes.
