Abstract: The paper discusses the actual development of the cultural sector as aviable alternative for local development in many areas in Italy. The main problem for the public administrations, is to guarantee en efficient and effective management of cultural services at local level. The paper stress the timing problem of the structural funds expenses and the need to coordinate a new policy of coordination of local bodies to envisages the creation of local cultural networks and systems in order to enhance quality and dimensions of the cultural services, and to abate the huge fixed costs.
