I progetti FIO nei beni culturali. Per un'analisi ex-post

Abstract:
Fifty-eight heritage restoration, functional conversion, and improvement projects were financed with public funds through the Fondo Investimenti e Occupazione («Investment and Employment Fund» - FIO) between 1982 and 1989. The work was organised according to the integrated planning method, which was developed from the 1960's on and is still the prevalent method used in the EU Framework of support for the improvement of cultural and historical resources of 2000-2006 (Axis II). The paper contextualises the experience of FIO financing and affirms the need for a posteriori assessment of processes and formalising results now that the work has been completed and given the great diversity in existing assessments, albeit in the absence of ex-post analysis. Finally, a number of methodological suggestions are made for analysis in view of transmitting and comparing experiences, and for continual elaboration of knowledge so that resources can be allocated in an ever-more conscientious way.
