Abstract: Governance of domestic cross-border carbon capture and storage faces great challenges, which varies across political systems, economic structures and socio-cultural backgrounds, yet is often overlooked. Overcoming these challenges requires a comprehensive and coordinated approach built on synergistic cluster governance.
