Abstract: Transformation is required for cities to fulfil their leadership potential on climate change. Five action pathways can guide them: integrate mitigation and adaptation; coordinate risk reduction and climate adaptation; cogenerate risk information; focus on disadvantaged populations; and improve governance and knowledge networks.
