Abstract: The Global Plastics Treaty presents an opportunity to “end plastic pollution”. Legacy plastics will continue to fragment to secondary microplastics for decades, without additional mitigation measures. We identify this flux as a “fragmentation gap”, currently overlooked in global policy targets.
