L’émergence des Pactes Ruraux au Québec: une politique innovatrice de développement territorialisé et d’aménagement des campagnes* ?

Abstract: This paper analyses Rural Pacts which are regional development tools created by the Quebec’s National Policy on Rurality firstly adopted in 2001 and renewed from 2007 to 2014. It aims at understanding their historical and political background in order to explain how and why this contractual policy initially dedicated to promote territorial management finally evolves inside a functional and administrative approach. To do this, we follow the progression of the Rural Pacts’basic thought (to scale State intervention depending on local and regional socioeconomic difficulties). Our analysis shows that the creation and formalisation of Rural Pacts strengthen State intervention mechanisms and procedures such as the Municipal regional county at the risk of loosing of sight a broad definition to the territory.
