Abstract: In article the condition of small and average business as resource of ensuring stability of national economies is considered. A basis of economic growth is the business activity of the person which is carried out on own initiative and under own responsibility. It staticizes a research of forms of support of small and average business in world practice on the example of EU countries, the USA, China, Japan and other countries. The relevant directions and features of the state and non-state support of business are analyzed.
