FOREIGN EXPIRIENCE IN CLUSTERS FORMATION

Abstract: Essential feature of the modern economy is the cluster existence as an integration form of the economic subjects based on their geographical proximity and their mutual coherence and complementarily. There are different ways to create a cluster – with the direct support of the state, by decision of the companies themselves, or by combining the participation of the government and business in it. The study of the cluster approaches has an important cognitive significance. It provides an opportunity to make comparisons, to appear positive and negative sides that are considered when applying the cluster approach in practice. The article reveals the foreign experience in the development and implementation of cluster policy by considering three types of models – the American, Asian and European. The measures and policies, assisting clusters formation and development, in the United States of America, Japan, China, Italy, Great Britain, Germany, Austria, Finland, Denmark, France and Slovenia, are systematized.
