Abstract: The study aims to identify the trends and relationships in the model of sustainable development of regional systems of hierarchical level NUTS4 "(municipality). The main objective is - 'exposure to analytical prerequisites for implementation of the process of synergistic progressive evolution of Municipalities in Bulgaria", through (tasks) authenticating, analysis and management of cyclicity in the natural and social living environment. The proposals made concerning the approach to strategic management of natural and social living environment are based on the interaction of the individual subsystems and components of the regional system and the specific properties that distinguish it from the other systematic formations.
