Abstract: The authors states internal and external prerequisites of the appeal to a problem of management of improvement the quality of population’s life at the present stage of Russia's and its territories social and economic development. The authors gives an overview of integral, objective and subjective indicators of quality and living standards of the population of Russia and its regions as well as other countries. Social and economic management is considered on the basis of the population’s life quality as a natural strategy of state, regional and municipal development. The quality of population’s life is a vector of a democratic society, according to which all reforms must be checked. From the authors's point of view, the idea of improving the quality of life should be seen as a national idea, the deficit of which is clearly felt. The proclamation of the quality of life with a national idea can significantly change the whole course of Russia's development in the 21st century.
