Abstract: The article offers a dense explaining of central research and political questions about the future of common welfare embedded in a context of dual economy exceeding and trespassing regulated market order of competition between public provider, third sector and capitalist company. But the functional precondition will be new regimes of transformative law driven by the power of new societal ideas going towards forms of heterotopia.
