Abstract: Local public enterprises face a tension between economic efficiency and public service obligations when making investment decisions. The paper presents a method for prioritising investments of local public enterprises that addresses potential trade-offs. Incorporating the public service obligation requires operationalisable indices in investment decisions. The methodical inclusion of these indices allows entrepreneurial flexibility and can serve as a mechanism for prioritising investments in the case of limited financial flexibility.
