Abstract: The financial burden of insured persons in the GKV is of significant importance given the increasing public finance deficits and rise in contribution charges. This study makes use of a microsimulation model to determine the total burden of insured persons and individual groups of the GKV and PKV and compare them. The total burden is associated with interference in the rights of the obligated parties. The legal significance is further explained, in particular in the context of the principle of proportionality and equal burden. Finally, a need for investigation is identified due to remaining issues which have not yet been resolved.
