Mitgestaltung in der kommunalen Sozialpolitik am Beispiel der Seniorenpolitik

Abstract: The article analyzes how local social policy is shaped by interest groups of civil society, focusing on seniors' councils in four German medium-sized cities. Using Albert Hirschman's concept of exit and voice as a starting point, it discusses which room for manoeuvre is provided to seniors' councils in local politics to exercise voice and to which aim voice is used. It will be shown that seniors' councils can influence local social policy in particular with respect to voluntary activities arranged by municipalities. While they are successful in influencing local policy discourses by giving impulses for new developments, their ability to block political decisions is rather limited.
