Abstract:
An important instrument to secure the demand for qualified workforce is initial and continuing vocational training in enterprises. The decreasing potential of the labour force will probably force enterprises to integrate and train more unskilled or semi-skilled workers. However, the political call of lifelong learning does not always match the reality in enterprises. A mismatch of skilled labour supply and demand is becoming visible in a structural shortage of initial vocational training places. Continuing vocational training in enterprises is often only a necessary adjustment measure, which does not consider at all the mobility of workers on the external labour market. Using data of CVTS3, this article describes the training supply of enterprises. The data shows that the initial vocational training of apprentices and the continuing vocational training of employees is often separated from each other. The benefits of linking initial and continuing vocational training within enterprises are often not exploited. Further, enterprises mostly use a limited amount of learning forms in their training and the organization of training within enterprises is often poor.
