Abstract:
In this paper, we address the question whether apprenticeship pay in Germany can mainly be understood as a wage for productive work or as a financial aid for living. We therefore analyze the correlation between apprenticeship pay and relevant variables. We show that the amount of productive work performed by apprentices does not affect the pay. Rather, apprenticeship pay is strongly determined by collective bargaining and its implementation at the company where the apprentice is engaged. From an empirical point of view, apprenticeship pay has much more the character of a financial aid than of a wage compensation for work. The relationship between apprenticeship pay and the wage for skilled workers is, on average, similar for different economic branches but varies significantly between the single companies.
