Der Zugang zur Ausbildung: Wie integrationsfähig ist das deutsche Berufsbildungssystem?

Abstract: The German vocational education and training system continues to play an important role in preparing students for their careers. The system’s overall success notwithstanding, the article argues that there is an insider-outsider-problem for those who have failed to purchase a “ticket” to enter the occupationally structured labour market. This problem is caused by various exclusionary mechanisms currently immanent to the structure of the German VET system. As a consequence, the disadvantages faced by certain social groups cannot be reduced or eliminated without changing the system. Against the background of this problem of integration, the article addresses the following two core questions: (a) To what extent is access to vocational training open to as many students as possible? And (b) what serves to structure the opportunities of accessing VET (e.g. what are the social inequalities in this context in terms of school biography, social origin, gender, or migration background). Furthermore, the article discusses some examples of institutional changes that might help increase the German vocational education and training system’s power of integration.
