Abstract: In August 2013 a legal entitlement to public day care for children under the age of three will be established in Germany. However, there are considerable differences amongst the Kreise (counties) with respect to the development of the offers of day-care services for toddlers. This paper investigates the causes of the regional variance. To this end, we draw on functionalist, institutionalist and partisan theories. Methodologically we rely on descriptive statistics as well as multivariate cross-sectional regressions. It shows that the three theories can explain a substantial share of the variance.
