Die Arbeitgeber des öffentlichen Sektors: Institutionelle Stabilität und sozio-ökonomischer Wandel
Berndt Keller
WSI-Mitteilungen, 2013, vol. 66, issue 7, 500-509
Abstract:
After some introductory remarks, the paper sketches the largely unknown structures of organization and collective bargaining from the perspective of employers’ associations. Particular significance is attributed to the substantial organizational variations and socio-economic changes that have led to vertical and horizontal differentiations that have taken place at all levels (federal, state, and local). Privatization measures within the federal railway and postal service are also covered. Thus the paper explores the question of consequences for the organization of employers’ interests, especially their associations, as well as for the institutional stability of employment relations at sectoral level. The final summary underlines that there is no evidence of wild decentralization of labour relations or any erosion of employers associations.
