 Berufsbildung im Gesundheitswesen: Ein Sonderweg mit FragezeichenJosef Hilbert, Christoph Bräutigam and Michaela Evans WSI-Mitteilungen, 2014, vol. 67, issue 1, 43-51 Abstract: Vocational training in Germany is regulated and controlled by’corporatist’ interplay of unions, employers' associations, chambers and government agencies. This system is considered to be a cornerstone of Germany’s successful economic development. However, with respect to vocational training the health care sector takes a special path. Its non-academic core professions are solely regulated, developed and controlled by public institutions, by state and federal government departments. This has considerable consequences: while areas of health care that are solely under public supervision only slowly refine profiles of key jobs, areas outside of public supervision dynamically develop job profiles – often with little strategic planning. This is reflected in a high and confusing number of vocational certificates; the future compliancy of which is in some cases questionable. It is unlikely that the health care system will be abandoning its exceptional approach to training policy in the near future. It would therefore seem to be a sensible strategy for interested stakeholders to agree on instruments that have proven successful in the 'corporatist' system, for example a sector-specific, regular vocational training monitoring report.
