Marktliberalisierung und der Wandel der Beschäftigungsverhältnisse in der deutschen Telekommunikationsbranche

Abstract: This article examines changes in collective bargaining and employer strategies in the German telecommunications industry in the period after market liberalization in the late 1990s. Institutional support for employee participation encouraged large companies to introduce employment systems for technical and call centre jobs that were based on a high level of skills and provided employees considerable scope for discretion. However, restructuring undermined these achievements, as companies escaped or weakened company agreements through outsourcing and the creation of subsidiaries. These developments have significantly undermined the strength of unions. At the same time, employee representatives have developed new strategies to influence management practices. The study is based on interviews with trade union and works council representatives, managers and employees at Deutsche Telekom and its main competitors, which were carried out between 2003 and 2013, as well as on an analysis of company documents and industry reports.
