Informelle Tarifabweichungen und die innere Erosion des deutschen Tarifsystems

Abstract:
The decentralisation trends in collective bargaining deserve attention in several aspects. In addition to formal flexibility instruments, which enable an organised decentralisation, it is important to consider informal deviances. Defined as norm-setting and implementation processes that do not involve the unions or the works councils, they are largely responsible for the internal erosion of the collective bargaining agreement. As it is difficult to obtain valid information about this in quantitative surveys, we propose two new ways of how to operationalise the observation of informal deviance. The results were obtained using data from the survey of works councils conducted by the Institute of Economic and Social Research (WSI).
