Regulierungsansätze zwischen Markt und Staat bei der Netzintegration von Elektromobilität in Europa

Abstract: Regulation promoting the integration of electric vehicles into our power grids is the key to a successful transition to cleaner energy and transport. Of utmost importance are policies that encourage intelligent or “smart” EV charging in order to lower costs for consumers and expand the environmental benefits, such as integration of renewable energy sources. In this article, the authors review a number of policy opportunities forthcoming in Germany and at the European level. They recommend that policymakers support the expansion of charging stations for electric cars and prioritise planning approaches to establish a collaborative infrastructure. Ideally, this planning should take into account the demand for charging services, prioritise making grid capacity available and focus on delivering charging services at reasonable prices. In particular, it is important for regulators to redesign network tariffs to reduce costs for consumers and the electricity system as a whole. Time of use tariffs (TOUs) are the most promising option.
