Frauen in Top-Managementorganen öffentlicher Unternehmen: Ein deutschlandweiter Städtevergleich

Abstract: The public authorities and state-owned enterprises (SOEs) have a role-model function in the discussion about women in executive positions. Based on an analysis of 69 German cities and 1552 German state-owned enterprises the following study shows that, with an overall index score of 15,7%, the representation of women in the top management is far too low. Regarding the cities, Gera (33,3%), Berlin (32,4%) and Offenbach am Main (31,1%) have the highest rate of female representation in their top management boards. In the group of cities with more than 10 SOEs Jena, Ludwigshafen, Trier and Völklingen brought up the rear, as there are no women represented in the top management. A comparison between cities of the different federal states in Germany shows that the representation rate in e.g. Lower Saxony (9,9%), Bavaria (8,7%) and Rhineland-Palatinate (5,8%) is significantly lower than in Berlin (32,4%), Bremen (25,2%) and Mecklenburg-Western Pomerania (20,5%) In Comparison to the different industries, women are significantly less represented in the sectors, waste and waste disposal services as in the sector of health and social services (33,1%) and hospitals (29,1%). With this study, politicians, public administration and SOEs, as well as representatives of the media and consultants get a large-scale empirical information basis for the prevailing reform debate.
