Abstract:
A substantial extension of the electricity grid is necessary in Germany in the next decades for technical, economic and ecological reasons. The increased usage of electricity from environmentally conscious sources is welcomed by a majority of Germans. But the question of where and how to extend the grid is at the centre of a controversial public discussion. One crucial point in this discussion concerns the fair sharing of the costs and benefits of such an extension. Choosing the most cost-efficient routes leads to maximum national utility but causes negative effects at the local level and therefore produces strong opposition. To solve this problem, it is necessary to create a fair compensation mechanism, as proposed in this paper. How to solve the fairness problem is demonstrated by interpreting the German grid extension as a cooperative cost reduction game.
