Abstract: Providing services of generel economic interest is increasingly difficult for municipalities due to decreasing employment rates as well as low government budgets. A possible solution is the stronger integration of citizens and companies in legal cooperatives. In this way it would be possible to continue using the existing - and equally establish new structures. The purpose of this article is to show, why the legal form of cooperatives is a valuable tool to ensure the preservation of services of generel economic interest and to expand the possibilities for participation.
