Abstract: With regard to the scientific literature, it can be noted that the discussion on state-owned enterprises (SOEs) primarily focuses on management aspects as well as institutional economic analyses. There is a lack of classification into policy science and political framework conditions. This is particularly evident for the contribution of SOEs to local policy processes and for the actors involved in their control and coordination. Based on a conceptual framework from a policy, politics and polity perspective as well as explorative findings from interviews with local decision makers and a document analysis the questions addressed here are: What role do SOEs play in the different phases of the policy process? How can role and interaction patterns be evaluated? What influence does the control and coordination of municipal holdings have on decision-making processes, conflict resolution, and consensus building?
