Open data as a vector of public administration development

Abstract:

The purpose of this article is to study the issue of open source data management in public administration on the basis of the analysis of the results of global monitoring, challenges and directions of implementation of the initiative of open data in Ukraine. The article also aims to define the conditions for further development of open data in Ukraine on the basis of an analysis of the current state and potential opportunities of the state and society. The article is based on the research of the world community on open data and analyzed the state of open data in Ukraine. In addition, the study includes an analysis of the existing key principles of data openness and approaches to the implementation of these principles. The legislative provision of open data in Ukraine is highlighted. The examples and the state of the results of published information by publishers published are given. Also reviewed are actual scientific approaches to the factors that hinder the implementation of open source policy. The article emphasizes the need to introduce a practical mechanism for working with public information as one of the modern areas of public administration. Provision of qualitative access to public information in the state is impossible without the implementation of open data policy. According to the results of world monitoring, open data and the use of modern information and computer technologies can play a significant role in the implementation of the reform of public administration and in the processes of building a democratic society. The results of the introduction of open data should increase the participation of citizens in governance, improve the quality of public services and the effectiveness of public policy through decision-making on the basis of facts and data. On the basis of the study, conclusions are made on understanding the main problems in the way of the implementation of open data, prospects for overcoming them and achieving world standards of public administration in the field of open data.

Метою даної статті є дослідження питання управління відкритими даними у громадському управлінні на основі аналізу результатів світового моніторингу, викликів і напрямків реалізації ініціативи відкритих даних в Україні. Стаття також має на меті визначити умови подальшої розбудови відкритих даних в Україні на основі аналізу поточного стану та потенційних можливостей держави і суспільства. В основу статті покладені дослідження світової спільноти стосовно відкритих даних та здійснено аналіз стану відкритих даних в Україні. Крім того, дослідження містить в собі аналіз існуючих ключових принципів відкритості даних та підходів до реалізації цих принципів. Висвітлено законодавче забезпечення відкритих даних в Україні. Наводяться приклади та звіти опублікованих відкритих даних, наданих розпорядниками інформації. Також розглянуті актуальні наукові підходи до факторів, які стоять на заваді реалізації політики відкритих даних. У статті робиться акцент на необхідності запровадження практичного механізму для роботи з публічною інформацією, як одного з сучасних напрямів публічного управління. Надання якісного доступу до публічної інформації у державі неможливо без реалізації політики відкритих даних. Як свідчать результати світового моніторингу, відкриті дані та застосування сучасних інформаційно-комп’ютерних технологій можуть відіграти значну роль у реалізації реформи державного управління та у процесах розбудови демократичного суспільства. Результати запровадження відкритих даних мають розширити участь громадян у врядуванні, підвищити якість державних послуг та ефективність державної політики через прийняття рішень на підставі фактів і даних. На основі проведеного дослідження робляться висновки щодо розуміння основних проблем на шляху впровадження відкритих даних, перспектив їхнього подолання та досягнення світових стандартів публічного управління в частині відкритих даних.
