THE ROLE OF TRANSPARENCY AND OPENNESS OF GOVERNMENT IN THE DEVELOPMENT OF CIVIL SOCIETY

Abstract:

The article reveals the importance of transparency and openness in the actions of the authorities on the formation and development of civil society in Ukraine. It identifies Priority tasks for public participation in the formulation and implementation of public policy. Attention is focused on the fact that in the development of public policy, in addition to public participation in the preparation of the relevant draft regulations, a special place is the determination of the mechanism of interaction between government and civil society in policy making. Ways and measures which have the right to public authorities as well, and civil society as part of promoting the formation and implementation of public policy. In terms of democratic society should develop the second of these approaches and focus on developing positive forms of cooperation, reflecting the mutual search for consensus. Thus, the interaction of civil society and government as a system of interdependent relationships (direct and inverse), should be based on the principles of voluntariness, equality, transparency, openness, fairness, mutual responsibility, coordinated action and mechanisms provided interactive communication. Given the diversity of views, we can distinguish two main approaches to understanding the process of interaction between civil society and government, enabling the system to see interaction between civil society and government as a system of relationships that are in dialectical unity. So, scientists who follow the first approach, believe that the state and civil society based on social basis and exist within a single field communication state. At the same time they oppose each other, because there is defined isolation of the two elements of the social system, due to differences of their structure (hierarchical and network) and cyclical actions and functions. Gaining importance making procedures involving the public (through constructive interaction with the public administration) to form the state (regional) policy in the most important areas of social life and address pressing local issues.

У статті розкривається вплив прозорості та відкритості у діях влади на формування та розвиток громадянського суспільства в Україні. При цьому визначаються пріорітетні завдання щодо залучення громадськості до процесів формування і реалізації державної політики. Акцентується увага на тому, що в рамках вироблення державної політики, крім участі громадськості у підготовці відповідних проектів нормативно-правових актів, особливе місце займає питання визначення механізму взаємодії влади і громадянського суспільства у сфері вироблення державної політики. Визначаэться, що прозора влада характеризується чесністю і відвертістю, відповідальністю, підзвітністю і підконтрольністю громадськості, прогнозованістю, адекватністю суспільним реаліям, чутливістю до альтернатив розвитку політики, уважністю до різних позицій громадян та залученням громадян до процесів прийняття рішень і т. п. Відмічається, що у сучасній Україні проблема завоювання довіри суспільства до влади полягає в тому, що немає чіткого механізму взаємодії влади і громадянського суспільства. Зворотний зв’язок між політиком і громадянином починається на рівні виборчої кампанії і закінчується обранням першого. Далі утворюється вакуум між депутатами та громадою. Патерналістська політична культура з елементами фрагментарності не дає громадянському суспільству стати єдиним цілим і визначити чіткий для себе інтерес, таким чином, політика проводиться у відносинах «влада-бізнес», де суспільство виключено і не може жодним чином на це вплинути. Громада не має для цього ефективних інститутів, які будуть побудовані «знизу вгору». Пропонуються шляхи та заходи, які мають право здійснювати як органи влади так й інститути громадянського суспільства в рамках сприяння формуванню і реалізації державної політики. Висвітлюються проблеми організації зв’язків з громадськістю органів державної влади, роль засобів масової інформації в процесі формування позитивного іміджу органів публічного управління.
