STATE OF REFORM MANAGEMENT IN UKRAINE UNDER CONDITIONS OF MODERN CHANGES

Abstract:

The article discusses the conceptual bases of reforms, recently implemented in Ukrainian society, identified the main shortcomings of reform actions during the independence of Ukraine. Different approaches to the interpretation of the concept of "reform" have been investigated, it has been shown that the main principles are important in the development of reform actions, and that some researchers define them as postulates of reform. The basic principles of reforming in various spheres of social life are defined. It was noted that the two reasons are directly related to the reforms, namely: identifying and understanding the shortcomings of any spheres or phenomena, (dysfunction) and the accumulation in the academic and professional circles of a large number of ideas that can become desirable methods of solving problems.An important precondition for reforms is the existence of a well-developed private sector, combined with light forms of burden on the public health system that will facilitate the development of health services in the country.The review of the main reforms envisaged by the Ukraine 2020 Strategy for Old Development, in particular: decentralization and reformof the civil service of Ukraine, economic reforms, reform of the health care system.It is shown that the main disadvantages of the reform are: lack of an information campaign at the beginning of the reform on the substance, content and benefits of implementing the reform; regulatory reform of the reform has not been completed; lack of clear vision of the end result of the reform. It should be noted that one of the main problems of decentralization that states have already faced is the lack of a clear list of powers and ways of exercising them at different levels of government.

У статті розглянуто концептуальні основи реформ, що останнім часом реалізуються в Українському суспільстві, визначено основні вади реформаторських дій за період незалежності України. Досліджено різні підходи щодо трактування поняття «реформа», показано що важливим при розробці реформаторських дій є врахування основних принципів, та що деякі дослідники визначають їх як постулати реформування. Визначено основні принципи реформування у різних сферах суспільної життєдіяльності. Наголошено що безпосереднім приводом для реформ є два взаємообумовлені фактори, а саме: виявлення та розуміння недоліків якихось сфер чи явищ, (дисфункція) та накопичення в академічних і професійних колах великої кількості ідей, які можуть стати бажаними методами вирішення проблем.Здійснено огляд основних реформ, передбачених Стратегією старого розвитку "Україна 2020", зокрема: децентралізація тареформа державної служби України, економічна реформи, реформа системи охорони здоров 'я.Показано що основними недоліками реформи є: відсутність інформаційної кампанії на початку реформи щодо сутності, змісту, та переваг запровадження реформи; недопрацьоване нормативно-правове забезпечення реформи; відсутність чіткого бачення остаточного результату реформи. Зазначимо, що однією з основних проблем децентралізації, з якими вже зіткнулися держави стала відсутність чіткого переліку повноважень та способів їх здійснення на різних рівнях влади.
