Place of anti-corruption culture in the process of preventing corruption in Ukraine

Abstract:

The article is devoted to pressing issues of preventing corruption in Ukraine. It is determined that there are double standards in Ukrainian society regarding corruption. This is reflected in the distribution of corruption on the one hand to the elites on the one hand, and domestic corruption on the other. If the former is rated negatively, the latter is justified by many. The significant difference between assessments of the corruptive activities of others and the condescending attitude towards one's own behavior is significant. The anti-corruption culture is considered as a component of anti-corruption policy. Much attention is paid to the involvement of civil society in addressing corruption, the moral and psychological component of this issue. The existence of corruption in the country casts doubt on the direction of the authorities to build a modern democratic state, so it is worth focusing on the contradictory attitude towards various manifestations of corruption. It is noted that in order to overcome corruption, it is necessary not only to stabilize the economy and to create a system of law enforcement and anti-corruption bodies. Equally important is the presence of the political will of the authorities and the desire of the society, since corruption is embodied not only in state-power relations but also in public. It is determined that any activity of anti-corruption nature lies in the plane of human psychology. In fact, the fight against corruption is the fight against the negative qualities and defects of the individual. Different corruption actions are ethically assessed differently: some are perceived as criminal, while others are considered only immoral, although from the point of view of the law they are equally criminal. It is noted that one of the defining directions of preventing and combating corruption in public administration in general, social policy in particular, is the formation of anti-corruption culture among the general public. Fundamental in this regard is to ensure that the public is negatively regarded as corrupt and willing to counteract the phenomenon.

Статтю присвячено актуальним питанням запобігання корупції в Україні. Визначається, що в українському суспільстві діють подвійні стандарти відносно корупційних дій. Це проявляється у розподілові на притаманну елітам корупцію з одного боку, та побутову – з іншого. Якщо перша оцінюється доволі негативно, то друга виправдовується багатьма. Показовою є відчутна різниця між оцінками корупціогенної діяльності інших та поблажливе ставлення до власної поведінки. Розглядається антикорупційна культура як складова антикорупційної політики. Значна увага приділяється участі громадянського суспільства у вирішенні проблеми корупції, моральній та психологічній складовій цього питання. Існування корупції в країні ставить під сумнів спрямування влади на розбудову сучасної демократичної держави, тому варто акцентувати увагу на суперечливому ставленні до різних проявів корупції. Зазначається, що для подолання корупції необхідно не тільки стабілізувати економіку та створити систему правоохоронних та антикорупційних органів. Не менш важлива наявність політичної волі влади та бажання суспільства, оскільки корупційні дії втілюються не тільки у державно-владних відносинах, а й у суспільних. Визначається, що будь-яка діяльність антикорупційного характеру лежить у площині людської психології. Фактично боротьба з корупцією є боротьбою проти негативних якостей та вад індивіда. Різні корупційні дії з етичної точки зору оцінюються по різному: одні з них сприймаються як злочинні, інші в свою чергу вважаються лише аморальними, хоча з точки зору закону вони в однаковій мірі є злочинними. Відмічається, що одним з визначальних напрямів запобігання та протидії корупції в сфері державного управління загалом, соціальній політиці зокрема, є формування антикорупційної культури серед широкого загалу. Основоположним в цьому напрямку є забезпечення негативного ставлення серед громадськості до корупції та бажання протидіяти цьому явищу.
