Efficiency of public administration decision making: features of use of political analysis

Abstract:

The article emphasizes that at the present stage of society's development, the role of state and administrative decisions is the highest, since there is interaction and interdependence with the specified decisions of effective organizational tasks and functions, including planning, coordination, concentration, control and evaluation of the results of various phenomena or / or processes. It is emphasized that as one of the main ways of solving this problem can be called more widespread use in practice of political analysis - a set of different scientific methods by which it is possible to study specific political events and political situation, to create assumptions about its possible development and to adopt competent state -management decisions. It is established that the state-administrative decision is at the same time the process and result of the analysis of information, forecasting, optimization and selection of possible alternatives from a number of established possible ways of achieving the set goal. It is emphasized that the decision-making process is of particular interest. In addition, the process contains several necessary steps that consistently change each other. Such stages are a reflection of the thought process of the person making the decision, his or her actions in the search for the possible truth and the manifestation of the will in order to choose a specific alternative. The main types of effectiveness of public administration decisions are outlined, considering the possibilities of using political analysis. It is proved that the study of the effectiveness of public administration decisions using political analysis allows us to better understand the sources of their origin. It is proved that the planning of carrying out activities for the evaluation of public administration results in the public sphere involves the choice of a system of indicators, properties of estimates, accuracy of evaluation, procedures for gathering information, including the use of the results of other studies. Assessment of public administration efficiency in Ukraine is a relatively new trend, although in practice its elements have long been used by public authorities.

У статті наголошено, що на сучасному етапі розвитку суспільства роль державних та управлінських рішень є найбільш високою оскільки відбувається взаємодія та взаємозалежність від вказаних рішень ефективних організаційних завдань та функцій, в тому числі планування, координація, концентрація, контроль та оцінювання результатів різноманітних явищ чи/або процесів. Встановлено, що державно-управлінське рішення одночасно є й процесом й результатом здійснення аналізу інформації, прогнозування, оптимізації й вибору можливих альтернатив з низки встановлених можливих способів досягнення поставленої мети. Наголошено, що процес прийняття державно-управлінських рішень представляють собою окремий інтерес. Крім того вказаний процес містить декілька необхідних стадій, котрі послідовно змінюють одна одну. Такі стадії є відображенням розумового процесу особи, котра приймає вказане рішення, її дії в пошуку можливої істини та виявлення волі з метою вибору конкретної альтернативи. Окреслено основні види ефективності державно-управлінських рішень зважаючи на можливості використання політичного аналізу. Доведено, що дослідження ефективності державно-управлінських рішень з використанням політичного аналізу дозволяє краще зрозуміти джерела їхнього походження.
