 Modern innovations in public administration of the social work system: advantages and obstaclesValentyna Nykolaieva Public Administration and Regional Development, 2020, issue 8, 654-678 Abstract: The article explores the use of innovative tools in public administration of the social work system, in particular on the basis of the latest information and communications technologies (ICT), as well as highlighting the specific problems of this process. Moreover, both the benefits of innovation and certain obstacles to the implementation of public administration in the social work system in modern conditions are considered. The author formulates a generalized characteristic of the category "innovation" through the prism of using the social work system in public administration. Some types of innovations in the management activity of state authorities and their characteristics are presented: organizational-managerial, internal- managerial and normative, socio-cultural and personal. The modern tools for modernizing public administration in the social work system in Ukraine include: the ProZorro e-procurement system; open data system; creation of free information, counseling and educational websites, platforms, online courses etc.; electronic registers of preferential categories of the population; Unified information-analytical system for managing social support of the population of Ukraine - E-SOCIAL; front office system that will provide social services in every united territorial community (UTC); social networks, diversification of social support and service; social order and others. It is proved that the prevailing tools of public administration of the social work system are electronic services, which significantly increase the control and quality of organization of providing social services and support at different levels of public administration. У статті досліджується використання інноваційних інструментів в державному управлінні системою соціальної роботи, зокрема на основі новітніх інформаційних комунікаційних технологій (ІКТ), а також виокремлення окремих проблем цього процесу. Зокрема розглядаються як переваги я інновацій, так і певні перепони впровадження у державне управління системою соціальної роботи у сучасних умовах. Автором сформульовано узагальнену характеристику категорії «інновація» через призму використання у державному управлінні системою соціальної роботи. Наведено де-які види інновацій в управлінській діяльності державних органів влади та їх характеристика: організаційно-управлінські, внутрішньо-управлінські та нормативні, соціокультурно-особистісні. До сучасних інструментів модернізації державного управління системою соціальної роботи в Україні відносяться: система електронних закупівель ProZorro; система відкритих даних; створення безкоштовних інформаційних, консультативних та навчальних веб-сайтів, платформ, он-лайн курсів тощо; електронні реєстри пільгових категорій населення; Єдина інформаційно-аналітична система управління соціальною підтримкою населення України – E-SOCIAL; система фронт-офісів, яка дозволить надавати соціальні сервіси в кожній територіальній об’єднаній громаді (ОТГ); соціальні мережі, диверсифікація соціальної підтримки та обслуговування; соціальне замовлення та інші. Доведено, що превалюючими інструментами державного управління системою соціальної роботи є електронні сервіси, які сприяють значному підвищенню контролю й якості організації надання соціальних послуг та підтримки на різних рівнях державного управління.
