State support and regulation of farming in Sumy region

Abstract:

The article provides a theoretical analysis and identifies the essence of farming as an object of state influence; features and structure of public management of farming development in Ukraine are determined, the state of the agrarian market of Sumy region is estimated for the purpose of definition of factors which should be considered at construction of the organizational and economic mechanism of functioning and development of farming as a whole; a detailed analysis of the state of farming in Sumy region; identified organizational and economic measures to increase state support for farming in the region; formulated proposals for improving the mechanism of state regulation of farming interests and identified their features. The structure and features of public management of farms in the state are determined. To date, the legal framework for the functioning of farming has been significantly improved, and attention has been focused on supporting the development of farms. It is established that the main problem in the development of farms is the functioning of large agricultural enterprises, through which the unification of political and economic institutions. Public administration in the country is in its infancy and its state regulation is based solely on outdated methods of public administration, which give a negative result of the measures taken by the authorities. It is analyzed and determined that one of the leading sectors of the economy of our state is agriculture, which has significant natural and climatic competitive advantages - fertile soils that promote the development of farming. Analyzing the domestic agricultural sector, we can say that there are many problems in its development. One of the main ones is the lack of a real strategy for the development of the agro-industrial sector. It is proposed to implement the experience of the world's leading countries in the implementation and development of quality advisory services that can change the negative attitude of peasants to cooperatives; be able to provide information on innovations in the agricultural sector and help implement them; creation of public organizations of farmers to lobby the interests of farmers at all levels of decision-making; comprehensive stimulation and popularization of development of agricultural cooperatives.

У статті проведений теоретичний аналіз та визначено сутність фермерства як об’єкта державного впливу; визначено особливості та структуру публічного управління розвитком фермерства в Україні, оцінено стан аграрного ринку Сумської області з метою визначення факторів, які слід враховувати при побудові організаційно-економічного механізму функціонування та розвитку фермерства в цілому; проведено детальний аналіз стану фермерства Сумської області; визначено організаційно-економічних заходи щодо підвищення державної підтримки фермерського господарства області; сформульовано пропозиції щодо вдосконалення механізму державного регулювання інтересів фермерства та визначено їх особливості. Визначено структуру та розкрито особливості публічного управління фермерськими господарствами в державі. На сьогоднішній день значно вдосконалено нормативно-правову базу функціонування фермерства, закцентована увага на підтримку розвитку фермерських господарств. Встановлено, що основною проблемою в розвитку фермерських господарств є функціонування великих сільськогосподарських підприємств, через які відбулося єднання політичних та економічних інститутів. Публічне управління вітчизняним перебуває у стані становлення і його державне регулювання опирається виключно на застарілі методи публічного адміністрування, які дають негативний результат запроваджених владою заходів. Запропоновано імплементувати досвід провідних країн світу щодо впровадження та розвитку якісних дорадчих служб, які можуть змінити негативне ставлення селян до кооперативів; змогли б надавати інформацію стосовно інновацій в аграрному секторі та допомагали впроваджувати їх у життя; створення громадських організацій фермерів для лобіювання інтересів фермерів на всіх рівнях прийняття рішень; всебічне стимулювання та популяризація розвитку сільськогосподарських кооперативів.
