Conditions of making up state programs in Moscow

Abstract:
The article considers the institute of state programs of the Russian Federation and its subjects. It analyzes the organization of implementing state programs and the program budget in Moscow (comparing with the requirements and procedures of the Federal level). The author concludes that the problem of the reform is conditioned by actions of the Federal bodies of state power and bodies of public administration of Moscow.
