The trends and mechanisms of the competition for budget subsidies development in the social and cultural sphere of Moscow

Abstract: We consider three groups of conditions to encourage competition for the budget means, which Moscow allocates for providing public services: economic independence of the provider; tuning to the competition mechanism of allocating the budget means; informing consumers about their rightsto receive public services and about the performance of the organizations providing the service. We investigate current problems of each group and suggest approaches for their solution.
